Делегат Континентальных конгрессов [ Continental Congresses] от Вирджинии (1774-79, 1784-87), председатель Континентального конгресса в 1784-85, сторонник провозглашения независимости колоний. 7 июня 1776 поставил на голосование вопрос о принятии Декларации независимости [ Declaration of Independence]; один из тех, кто ее подписал. Выступал против централизации власти и ратификации Конституции США [ Constitution, U.S.], боясь ущемления прав штатов [ states' rights]. В качестве сенатора Конгресса США от Вирджинии (1789-92) активно выступал за принятие Билля о правах [ Bill of Rights].
